Too bad it is the taxpayer who gets stuck with the bill for these power tripping LEO's. At most the only punishment this NP cop will get is a paid vacation and a comment on their monthly evaluation.

I'm glad all cops aren't so mentally defective.

So the area has become NPS territory only within the last month, and was off-leash friendly prior to that. Given the Bay-area heavy presence here, I'm a little surprised that this wasn't on the general radar. Wonder how many local dog owners were even aware that NPS had acquired the land and that their normal off leash pooch walking was now verboten?

Seems like a trigger happy nutjob of a Ranger who has no business carrying a weapon, lethal or non lethal. In fact, with the stellar judgement shown by said ranger, she should be dismissed from her position and assigned to at most, entrace booth duties.

she saw me takin a puff off the steam roller,

after the warning i got to tell her that her fly was down,

poor girl, couldn't let here walk around all day like that,

"choking someone out" is not illegal. The potential for it to be applied wrong is very high so most agencies have it right up there with deadly force. Basically Very bad things are going to happen if you don't apply it just right. Tasers are not deadly force. They have been abused and there are new case decisions that are limiting its use. Many of the policieOws require "active resistance" before it can be used and many say you must further justify the use on someone who is fleeing due to secondary injuries, those caused by someone falling when running.

You do not have to tell someone they are being detained. If someone tries to flee you do yell "Stop". And to detain someone you do not need probable cause (pc) you only need reasonable suspicion.

With the case described above, the ranger had pc to detain the guy. The violation of having dogs off leash is enough. Once he lied about his name that furthers the pc and makes you want to detain them further. As for telling if someone is giving you a false name when someone goes "umm my name is....." or "ummm I spell my name..." those are pretty good clues that someone is not telling the truth.

Based on what I have heard I would not have tased the person, but I would also rather just talk someone into handcuffs. To old to be fighting with every jack hole who doesn't want to go along with the problem. But in an NPS situation where your nearst follow is 20 plus minutes away you handle things differently.

My 2 cents for what it is worth

I'm sure the locals were well aware of it being transferred to the NPS from POST. POST bought the property around 10 years ago (if I remember correctly). There were plans for it to became a big development.

The yocals of Pacifica, Montara etc definitely know what is going on with their open space areas.

He wasn't zapped for having two dogs off leash. He was zapped because he attempted to leave after being told he was being detained.

Also, they don't have to tell you why you are being detained, but he was being detained because he gave false identification to the police.

I've started and even participated in more than my fair share of police brutality threads, and most of the time I think the police behavior is outrageous. But I'm not finding much to be outraged at here.

Even if you are being stopped for something stupid, don't give a false name. Don't leave when they tell you not to. You're better of telling them you are refusing to answer then giving a false name. Also, you can confirm that they are detaining you, but once you they tell you they are, you better stay there. They don't have to give any reason.
