wow, would like to hear all the facts of that one.
on the surface, it just doesn't seem right that 'if asked to remain there' and no reason for detaining was provided that it is ok to carry on about your business.
I'd be curious to know if the officer issued an 'order', and what are the hallmarks of an LE order.

Pay attention to pages: 4,8 and 12.
Page 10: The City of Mountain View should also be aware that several municipalities have paid substantial amounts to settle excessive force actions brought by individuals who were injured by police use of tasers. The city of Chula Vista, California, paid $675,000 to settle a claim brought by a woman who lost her baby after being shot by a taser. 18 The officer involved had tasered the woman in the back, as she was attempting to enter her house.19 She had not been engaged in criminal activity and was not armed.20 The city of Portland, Oregon, paid $145,000 to settle an action brought by a 71-year-old woman who had been tasered.21 The woman had refused to obey orders that she not enter a trailer, so the officers involved hit her in the head with a taser, knocking her to the ground, and then shot her three times with the taser.2
With page 12 stating: 1. The Use of Tasers by Police Officers should be limited to circumstances under which the use of lethal force would also be permitted.

I always thought that a cop would tell you that you were under arrest and then tell you to turn around so that they could cuff you. I guess I misunderstood or cops seem to think that they can detain people without arresting them.
I had a cop lie to me once trying to get me to admit I was drinking and driving. He was telling me about stuff I did in my car that I didn't do at all. Since I NEVER drink alcohol of any sort ever, it was quite breathtaking seeing this guy tooling me in such a blatant manner.
Then there is the fish and wildlife guy who tries to tell me I don't have the proper lights in my kayak. He was yet another LEO that had no clue about the actual law he was enforcing.
Still, other that those two guys, every other LEO I've met has been friendly and helpful and deserving of respect. I guess that half of all people are jerks no matter their profession.
Bummer for the dog guy. It's a shame the cop didn't try to keep things under control using verbal communications instead of violence.

Any cop can detain anyone BTW, which is fine. But once the forest rangers were allowed to carry weapons, they became LEOS, and not people who were there to help people. Crap like this started coming out of the wood works. We clearly need to give less money to the government if they can harass just anyone out walking their dogs.
Expect more of the same. For some reason "they" seem to be bent on turning into a US vs Them skit. Sad. Thanks for the post Vaginator.

if any of you break the law, you are going to jail.
that's the Law. respect it or pay the consequences.
and never lie to a person in uniform, even if is the mailman,
round here we do things Law way,
people died for our freedom, we must respect them by being law obiding citizens,
if you see your neighbor doing anything weird, call 911.
if you see a car weaving down the road, call 911, even if the guy is just getting a hummer.
