Penn, that's a good point but how would you have known right then and there? That's why LEO's take your information and run it through their systems. A lot of traffic stops can and have turned into felony arrests because of outstanding warrants simply because their name was ran through whatever database cops check your info. You never know who you're dealing with when you approach someone. If you stop someone, they refuse to give you their name, then walk away after you tell them to stop, well that makes them pretty suspicious to an LEO. There are a lot of details missinig from this story. I'm not a sheep and I take my civil liberties pretty seriously. I also understand that if I expect my community or country to protect me via some law enforcement agency that some amount of anonymity will have to be given up. I also expect to have to comply with the orders of those who protect us. If we didn't have to listen to cops when they say, "Stop right there" then what good are they to us? What he should have done is simply given his info, sat there and accepted the citation (or the warning), and he would have been on his way. That's not being a sheep that's reasonably following the law. It's a shame he got tased and most LE Ranger's I know (and I have worked around a lot) do not want to go down that road....but then again he shouldn't have walked away.

I'll finish by saying despite what I believe if you believe that it was wrong that he got tased I will support you in your belief 100%...I'll just politely agree to disagree (especially you Pition Ron because I believe we have met and you were pretty cool then). What caused me to comment was the absurd amount of people that believe he got tased because he was walking his dogs off their leashes....

And if he is mentally ill or otherwise challenged and didn't understand?

The fact that third parties were shocked as well (figuratively) is a strong indicator that this was a case of excessive taser deployment.
Sounds like they had a bit more common sense than she did.
Too bad.

My unfortunate experience is that, in a formerly male only role, female officers have something to prove, and cutting an individual slack is perceived as weakness.
Never had one let me slide, but plenty of male cops have.

Even if the dog walker was an azzhole, he was walking not running.
Why didn't she just stick with him?

Are cops starting to see their tasers as remote control person-off switches?

#1, if the LEO was all per-fessional-like, why couldn't she answer a simple question like "why am i being detained?"

If the dude was smart, his next question would have been, "am i under arrest?" followed by "then since you have no reason for detaining me, I am free to go, yes?" Unfortunately, he didn't take it that far.

Walking away in the face of not being given a reason for detention is not fleeing in my warped logic, but hey, the courts will decide how big the award from our tax dollars will be.

Way to go, girl. Thanks.

fattrad - you gave us a hint about your 'creative writing for contact reports' that leads to an absolutely horrible possibility: he did give his real name when asked.

some stubborn people with fixed opinions around here,

you know what they write before they write it,

it never changes, same response, over and over,

no human dynamic, just cold emotion,

if somebody walks away, there are a million different ways to reel him in,

get the bear in the air, start a frickin convoy,

don't worry, when everybody dies, they figure this stuff all out,

the problem is you have to wait for them to die,

some people take a long time to die, because they have not learned the way,

god keeps us here til we get it right,

even the most macho will be turned into little babies when their number comes up,

some people take longer to get on board the peace train,

It's all about what perspective one takes.

Witness said:
"According to Montara resident Michelle Babcock, who witnessed the confrontation in the Rancho Corral de Tierra open space area on Sunday afternoon, a female ranger had detained the dog owner for walking his two small dogs without a leash.

Babcock said the man the ranger was citing had already leashed his dogs and provided the ranger with all his personal information.

According to Babcock, the dog owner repeatedly asked why he was being detained, and eventually told the ranger to cite him or he was going to walk away.

“He started to walk away and she told him that she would Tase him if he walked another step,” Babcock said, adding that the man turned and the ranger deployed her Taser, causing the man to fall to the ground."

"Rep. Speier (D-Hillsborough) Wednesday sent a letter to GGNRA Superintendent Frank Dean expressing her concerns and requesting information about the incident in which Gary Hesterberg, of Montara, who was walking his dogs off-leash, was Tased.

“Many of my constituents are understandably angered by what appears to be an excessive use of force by a park ranger,” Speier said. “From the information I have to date, it does not appear that the use of a Taser was warranted.”"

This will work itself out without all of us getting worked up.

forget about rockjack

the Park Service trains rangers as militarists. I'm sick of it. There's a damn good reason to stop funding the park service. that and the FAK : administration is WAY overloaded in personnel. Take back public lands.

grow activities are federal and state police problems with a different budget and a different trained force. Park Rangers are civil servants who should be trained to interact with the public in a CIVIL manner and leave the police work to the police.

I'd like to tell you about an incident last year in Camp 4 that I witnessed that was absolutely abominable in show of completely unnecessary force by some SERIOUSLY undertrained idiot rangers. Jeez brings Junior Nazis to mind. But I'm too tired and going to bed so I can finish Joe Simpson's novel that just came out.

Jeff is that you with a new handle? There is only One True Evil One! ;)
