Sorry, I did'nt mean to imply that bolting in the wilderness was/ is illegal. I dont think I even mentioned the word "illegal"!
Flash, its none of the guys you mentioned but you'd probably hit it if you kept guessing! Hint: He developed some good stuff at other Mammoth area crags, that also later became bolted cracks. I understand that permission was given for the route I'm thinking of, BUT, I and I'm sure others were waiting for the sack to lead it on gear the way it was established now as one mad east side bolter told me "you'll have to stick on your, I dont see the bolt glasses"!!
