Admission is free for the weekend.

El Cerrito Plaza Bart Station is less than a 10 minute walk.

I believe you are required to have a lead cert if you want to top out.

Not a bad idea...
But no, no "tests" for the bouldering. There's a little toprope section, which of course would require a belay test.
