I don't think I agree with your argument.
You seem to be saying that the Scots are not part of GB. I mean, if "their country" (GB) voted to leave, then it's legitimate for Trump to refer to "their country" qua the decision it made, even if the Scots disproportionately voted against what "their country" did. That's the nature of being part of a nation, even if your "section" of it doesn't agree. That disagreement doesn't mean the Scots aren't part of "their country."
Now, you might argue that Scotland is/should not be part of GB, so it's not "their country" that voted to leave. But you don't seem to be making that argument, since you reference their disproportionate "stay" vote in the context of "their country."
So, I don't see your argument as evidence of Trump being an "assclown."
There are other evidences. But yours doesn't strike me as among them.

Many projections are that the current convulsion will be quite temporary and that things will quickly stabilize. Many economists project that GB will be better off once the dust settles.
Whether you agree or not, it's certainly a possible scenario. If Trump believes in that scenario, then he's applauding that scenario rather than the present (temporary) freak-out.
Isn't that a more charitable (and plausible) thing to assert that Trump is applauding?
Look, there's lots to legitimately hate about Trump. I'm on board with the wide-spread disgust toward him! But we can hate him even WITH a charitable analysis of the news. We don't have to delve into any distortions or uncharitable analysis to hate him. LOL

Well, Trump was specifically referencing "Scotland" as the country in his Tweet, not Great Britain--and Scotland IS a country. Not an independent country--but it is a country.
