Spencer's worked for Nasa as long as just about anyone there.
Appeal to Authority arguments make no sense in promoting the 3%, you've already rejected research by the 97% who include many scientists with far stronger records than Dr. Roy.
But let's show some self-reliance. You think Spencer's research has been solid? Pick one of his articles, any one, and read it yourself. Then post here about why you personally found it convincing.
One possibility is the most recent paper he lists on his website, published 2 years ago in Remote Sensing. You can download the full paper for free:

Do you have any reasoning abilities independent of the likes of grist.org and other weather wacko sites instructing you the finer points of psycho babble attacks on reality, Bruce? You have long since surrendered your soul to "the collective", that's fine, wallow in it's miseries. For you to project your remote analysis outwards is beyond the reach of your limited store of true knowledge. I hope you don't often venture outwards to the high mountains with that degree of smugness- Russian roulette?

There is already an "automatic charge" in the form of gas taxes but it's based on consumption, not income.
The feds charge about 18 cents/gallon. Nevada charges about 32 cents/gallon. California charges about 53 cents/gallon.
The feds or states could always decide to up the charges and spend the proceeds on reducing emissions. Lots of potential ideas...
