I like your approach of outlining what each of us finds important, even though my solutions differ on almost every point from yours. For me, the critical goals for the federal government remain those enumerated in the Preamble of the Constitution, to:
1. Form a more perfect union;
2. Establish justice;
3. Provide for the common defense;
4. Promote the general welfare; and
5. Insure the blessings of liberty to ourselves and our posterity.
To assist in reaching those goals, I would like to see the following changes, among many others, from current federal laws and policies;
Form a more perfect union:
Reduction of "one-size-fits-all" mandates for returning money collected by the federal government to the states and, instead, returning that money with "no strings attached;" in order to allow the states to be the "laboratories of democracy."
Establish Justice
Re-establishment of justice that produces the same outcomes regardless of a person's status. We should repeal all "hate crime" legislation. After all, how can any sentient being ask, with a straight face, whether a particular murder (definition: illegal homicide with malice aforethought) is or is not a hate crime?
Increase funding and resources of the Federal Defenders' office. The resources available to federal prosecutors far exceed those available to the ordinary defendant, and have led to unjust plea bargains because the defendant could not afford the cost of a proper defense.
Federal sentencing reform. Our penalties for drug use are notoriously harsh, and equally ineffective. The common practice of penalizing a defendant for going to trial (by imposing a much harsher sentence than that resulting from a guilty plea) needs to end.
Requiring a mens rea for conviction of a federal crime.
Provide for the common defense
Any policies affecting the armed forces should be based soley on their ability to maintain or increase the cost-effectiveness of the armed forces. "Political correctness" has no place there, but history suggests that elimination of unfair restrictions generally promotes increased effectiveness, so we need to recognize and combat the inherent bias against change.
The War Powers Act needs to make it easier for the Presidnet to engage in emergency deployment of armed forces personnel, but harder for any other deployment without congressional assent.
We need to end the "whatever it costs" mentality in military procurement and demand proper value. The Allies won World War II -- and the West won the Cold War (at least for now) -- because they could produce more efficiently than their enemies. The Tiger and Panther tanks could destroy a Sherman in single combat, but there were so many more Shermans, and they were so easy to fix, that they swallowed up the advantage individual German tanks had over the Shermans.
in the same regard as the foregoing, we need to invest in improving our intelligence capabilities. Reliable intelligence will lead to less, but more effective, use of American force.
Promote the general welfare
Continue to eliminate tariff and regulatory barriers to the free international movement of goods and services.
Enact regulatory reform that recognizes that business is not the enemy. In that regard, repeal Dodd-Frank and eliminate the CFPB, and require that existing and future regulations, particularly for the EPA, SEC, NLRB and FCC be such that their marginal benefit exceeds their marginal cost.
Reform our racist immigration policy, and provide a practical means for decriminalizing the presence of those who are currently in the United States illegally. To make this meaningful, however, we need to enforce our borders effectively.
Reform our tax and spending to prevent the federal government from trying to pick winners and losers, because it does a rather poor job of it. Simplifying the tax code by eliminating any deduction that does not relate to proper accounting of income, and reduce marginal rates accordingly.
Insure the blessing of liberty to ourselves and our posterity
Nomination and confirmation of federal justices and judges who treat the Constitution, particularly the Bill of Rights, with respect. The Bill of Rights jurisprudence of the late Justice Black would be my touchstone there. Justice Ginsburg, who ignores provisions she doesn't like, would be the antithesis of this type of jurist.
Protection of all of the clauses of the First Amendment, meaning freedom of speech, of the press, of assembly and of the right to petition the government, as well as both the disestablishment and the free exercise clauses.
If you're really concerned about "getting money out of politics," you'll look at all the programs where the government takes money from one group and gives it to another, or places restrictions on one group of businesses, but not on competitors. That's the real "money in politics," not the cost of getting your message out.
At present, the Johnson/Weld ticket is the only one that comes close to those ideals.

Our immigration laws are racist because a citizen's ability to reunite with members of his or her family depends on that citizen's race or ethnicity. I agree, hoaever, that without the ability to control our borders, immigration law is meaningless.
