I always wondered about approaching from above via Kolob Reservoir road.

But there IS a road up there.
In fact motor vehicles have circled Horse Ranch Mountain via a 3-4 mile cut but only in the '30s.
Then they closed the "road" (a pretty rough trail), and when I first found it in the '70s there were already dozens of trees fallen across it.
One can still drive up to the edge of the park (good upper access to Spring Canyon) and walk out to the rim, but its not the reservoir road, its above Kanaraville.
