I'll bet they would be more likely to come down if you say "we have a high degree of local knowledge, proper equipment, training and experience, and physical fitness, and we no longer feel safe up there."
Some people feel compelled to try whatever you say they can't or shouldn't do.

It is possible that the deceased hiker had a hidden physical problem in her heart that she was unaware of, which would make such a hike more hazardous for her, than for an average person in good health.
It is overly simplistic to blame her untimely and tragic death on either "the wave", the Forest Service, or her own poor judgement.
We all have our individual biological strengths and weaknesses, and so our bodies react differently to extreme conditions.

That sucks. Condolences for the victim and the family. I'm not judging but I know that when I climb in "The Park" I often see families following "Dad" who is wearing shorts, a Broncos sweatshirt, and a "Bowie Knife", sans water, map, and obviously a pack with snacks going up at 1:30 pm in spite of the dark clouds and being above tree line.
I had an eye opener when my 20 year old cousin came out to visit from the east to be in "the mountains". I told her what to bring/ expect. She came armed with flip flops, and sun dresses. We went shopping then went to "the mountains".

Man I see stupid people in the desert every day. I'm amazed that we've only had a few deaths this year. I've hiked hundreds of miles this summer in 100+ heat but I was getting payed. I sure wouldn't be doing it otherwise.

The better chance you have of death out there the greater the wilderness character. Sounds like they are doing a good job to me.

Not just in the desert. I'm looking forward to a hiking/climbing trip to New Hampshire next month, but not looking forward to seeing idiots setting off in shorts and t-shirts, no backpack, just one can of diet coke and a pack of Wrigleys.

I don't know how many times I've been hiking down from somewhere at the end of the day and have passed completely ill equipped people hiking up.

i think cragman is onto something.
i'd bet this was a freak event. the woman was 27, a sufficiently avid hiker that she and the husband entered the lottery for this hike, and she died within a few hours. only 3 miles to the wave, and the shade temp was only 90. the husband was apparently fine.
they got lost on the way back, but not for long enough for the usual things to happen, and not in bad conditions.
she died of heart failure on a fairly short hike in good weather. the sad part is that she was really young.
condolences to the family.

I liked how on the roads in Switzerland they put crosses on the road for everyone who died on the upcoming turn.
Tends to work.
Make applicants sign a waiver that they allow photos of their corpses to be shown to future applicants, and then make them look.
NO IMPROVEMENTS, the place is unique and people will love it to death.
