According to the Wikipedia article on the controversy, Bundy is violating the law. In addition, his protests are based on local law enforcement having jurisdiction over federal BLM enforcement. I believe that federal law trumps all state law per the US Constitution.
Having said that, maybe the imposition of federal law on local issues should be tempered. I think many here would agree as it pertains to federal Marijuana laws.
