It doesn't help, it hinders. The current tax structure, did nothing that its proponents...you included...claimed that it would do.
Perhaps worst of all, since its the prime rationale for a regressive tax system, the capital allocation has been a disaster.

Gonna be a lot of guards over there
with dirty knees looking under cars. We can also predict there will be lots
of beggars hired to just start the cars of these scientists as the regular
staffers will be smart not to do it.

Perhaps you are a bit myopic on this subject Doug. This has certainly broken
the concentration of the other nuke scientists over there.
As Psychological warfare (PSYWAR) its perfect.
The result of this will be tightened security for these scientists. No more going out in public for them or their families. Complaining unhappy
wives factor as an extra powerful combat multiplier.
Virtual prisoners don't do very good work.
