Republicans held the house, Senate and we had a republican president.

Yes Norton that would be the 2009 budget. Kind of a no brainer that the spending can be attributed to Bush, who signed that budget (regrettably I add.)
Since your graph is static and does not show rate of change it is meaningless in looking at current events.
