Haha oh god this is a great post. You are exactly describing the situation that is CURRENTLY HAPPENING. The dude ignored numerous court orders and the BLM showed up to confiscate his trespassing cows and Ron's sage grouse massacring friends showed up screaming "this is are country" and waving guns around. The BLM brought in bigger guns to protect themselves and now you're wondering why they didn't do exactly what they already did.
The above raises a very good point.
The government has no power to levy bank accounts, foreclose on real property, place liens on property, or take any other similar action if you owe it money.
And ranchers typically don't need bank accounts--it's a "cash only" business.
The only recourse the government has is to send in SWAT officers to seize personal property by force. It may not be well known, but that is standard operating procedure for the government to collect its debts.
We should also remember that the government never sends its own agents to infiltrate suspected "domestic terrorist" organizations, so we can be absolutely sure that every self-proclaimed "protester" was in fact a genuine nutjob and not a government agent.
We have a perfect government and it never makes mistakes, except sometimes our federal agents just get too darn lenient and give terrorists a pass when the terrorists point guns at the agents. Despite their rigorous training, it is almost impossible to suppress federal agents' deep desire to avoid causing harm, or even to hurt the feelings, of any living being.
So all-in-all, we can only give the government an A+ grade for the way it handled this brouhaha, instead of the A++ it generally merits.

No. When they sell their cattle, it's strictly on a "cash only" basis.
Same for when they buy new trucks and farm implements and stuff like that--that stuff tends to be inexpensive, so they just whip out their wallets and hand over a few greenbacks. Running a ranch with hundreds of cattle is a lot like buying and selling trinkets over Craigslist--you are basically out of the formal financial system.
So even if the government had the power to do things like levy bank accounts, which it absolutely does not, that power would not help in this case.
Glad I could clear that up for you--let me know if you have any other questions on this one.
As a general rule--here's the way to think about it: do you think the government may have done anything wrong whatsoever here, such as not arresting heavily armed nutjobs threatening to kill the federal agents?
If the thought that the government did anything wrong even crosses your mind, don't despair, just think about it a little harder, take in some of the wisdom generated on this thread, and it will all start making sense.

And exactly which of your remedies there...levying accounts and similar, physically removes said cattle from the land in question?
Collecting back fees/debt was one part of the equation. Getting the moo-moo land maggots off the land in question was the other part. You are neglecting half the equation.
