What part of "judicially" are you failing to understand? Do I really have to explain to your ignurt ass that the judicial system IS the courts?
The Bureau of Land Management and the National Park Service have made repeated attempts to resolve this matter administratively and judicially.

If they have legal recourse, then go to court. It has gotten worse now though. They have killed his cattle.
