Ht- obama has not done squat. China may be making empty promises on paper but in reality has far surpassed the U.S. as the most prolific plant food (CO2) emitter on Earth. Meanwhile, before mandates and new obama regulations the U.S. has accomplished the largest percentage reduction of any nation. This has been accomplished largely by replacement of old coal power plants with new gas fired plants because the technological advances in producing our huge gas reserves has made the resource very plentiful and inexpensive. Government and its massive bureaucracies had little to do with it.

The USA has been the single country most holding back progress on CO2 reductions. We have taken little deliberate action for decades. To get others to follow, we will have to set a better example. Only then can we sound at all convincing to places like China. Only then can we get a world consensus to impose trading rules on places that don't follow. So even this carbon cap & trade system is better than nothing, even if not nearly as effective as an "unamurican" carbon tax.

    Many states have already shifted away from coal, and the continuing economic shift to natural gas will make up much of Obama/EPA new goals, so the cost won't be very high.

    Employment loss in coal mining already happened - there aren't many left.

This is the Chinese century Splater. The idea that they are going to follow the U.S. down a self imposed sewer drain is a sad joke. It's their lead again, just as it was for much of recorded history.

CHINA'S chief climate negotiator has called for enhanced political mutual trust among all parties in climate negotiations.

Political mutual trust should be boosted to set a political "foundation" for improving global climate change responses and reaching a new agreement in the regard, Xie Zhenhua said.

Xie, deputy chief of China's National Development and Reform Commission, made the remarks Friday at a ministerial meeting on climate change.

The trust can only be built when parties fulfill their commitments and bolster actions against climate change, said the Chinese official said.

He said developed countries should play a leading role in the process of addressing climate change.

In addition to their emission reduction commitments, which should be increased further, developed countries should fulfill their obligations to provide funding, technology and capacity-building supports to developing countries, the Chinese lead negotiator said.

He urged developed countries to come up with a clear roadmap to ratchet up their financial support, with public funds as the main source, in the coming years to meet the goal of providing 100 billion U.S. dollars per year by 2020.

Xie said the global climate change agreement set to be reached in 2015 in Paris shall be based and built on the structure and rules of the United Nations Framework Convention on Climate Change (the Convention), and guided by basic principles of the Convention such as "common but differentiated responsibilities."

The new pact should consider global climate change actions, including climate change mitigation and adaptation, funding and technology transfer, in a comprehensive manner, while sticking to differentiation between developed and developing countries in their efforts, he said.

After the year 2020, developed countries should continue undertaking commitments on quantified economy-wide emission reduction targets, and fulfilling obligations of providing finance, technology and capacity-building supports to developing countries, according to the Chinese negotiator. Meanwhile, developing countries should step up their mitigation and adaptation efforts with support from developed countries.

According to plans, in the UN climate conference in Lima, Peru scheduled for later this year, elements of the 2015 global climate change agreement draft would be decided.

Describing the Lima conference a key phase in the multilateral global climate negotiations, Xie said elements of the agreement draft set to be reached there should cover all the pillars of the Convention.

The 2015 agreement, set to be reached at the Paris conference next year, should make an arrangement on principles regarding what kind of common and differentiated enhanced actions will be made by developed and developing countries, the Chinese official said.

Stressing China's unwavering resolve and efforts in working with other countries on climate change actions, he said China has set a target of cutting its carbon dioxide emission per unit gross domestic product by 40 percent to 45 percent by 2020, compared to 2005.

Meanwhile, China is working to come up with a target for its contribution to global action on climate change in the post-2020 period by the end of first half of next year, Xie said.

Im out the door to my fractional ownership project high over the Matanuska glacier. The hydrofracking on the well yielded approx. 1.3 gpm which along with 350' of in well storage is more than adequate without additional storage tanks. Today we're backfilling the foundation, all is going well. Before leaving,here is an article about China's immediate backpedaling of a low level functionaries announcement of CO2 cut commitments made last week.Read the reuters article titled Chinese officials plays down emission cut expectations. Excuse me if this info has already been posted.

i,m jus say'in that the climate has changed alot in even the last 10,000 yrs. From that thawing the planet is bound to get warmer. We just started keeping record what 50 yrs ago? We also think that the planet has been at its cloosest distance to the sun in our eliptical orbit. That also would have to do something with our temperature. i presume as we move away its going to get cooler?

My point being, Nature is the predominate force. And Man is a dirty, stinky creature! But theres no need to rub guilt in his face..

The record of temperature and CO2 goes back tens of thousands of years. Long before we mortals became the first beings capable of modifying the earth's climate. You can easily look up the methods used to work backwards from ice, fossils, etc.
The short term records of temperature goes back about 300 years with great accuracy. Mercury thermometers are stable and precise.
Measurements of ocean temperatures and salinity, a couple of hundred years; measurements of ice cover about 200 years of polar exploration, Bellingshausen discovers the first Antarctic Ice Shelf in 1820.
Frobisher started mapping the Northwest Passsage in 1576.
These explorers made careful observations and maps.
We have a very very long record.
Many historical charts have been posted on this site.
If you have an open mind, do your homework.
