Civi deaths happen for many reasons, and you are quite aware of that. Targeting a civilian is much different than collateral damage or enemy troops sheltering with unknown civis.

Is anyone still so incredibly, mindlessly gullible as to think BushCo didn't intentionally out Plame? I mean, did you follow a shred of news at the time? It couldn't have been more blatantly and ham-handedly orchestrated. Every aspect of the outing was intentional and deliberate. But hell, that was treason with a small 't' compared to deliberately manufacturing the intelligence used to go to war.

To this day W says he has no regrets and would not change his decisions. I agree that he may not be a sociopath but that degree of denial rises to the level of delusion. Blair is catching hell across the pond today, W should be getting the same.
