basically we are all screwed. it is a legitimate lawsuit, but then there is the access question. we will lose access. the federal government sucks and all of their practices are never completely thought out. they are narrow-minded, short-sighted and never do the job that they are assigned. who always ends up getting screwed.....the people who respect the land the most.

As for my earlier talk w/ Tom about underwater spikes in surfing areas - there is in fact some kind of underwater something on Coronado in San Diego (next to a swim area). They closed the swim area.
Why this is at all relevant: Somebody in So.Cal put something underwater in front of a public beach, but had to close a small section of beach (mystery whether it was done before or after, but I'll assume before). Is there something that the NPS would have to "comply with" before putting in the leach field? In other words, did NPS have to look at any kind of impacts before installing this "leaky crapper"? This is sort of a techie question for any civ engineers out there...
