Is Tuesday designated a federal holiday--all govermnental offices closed--state, local etc.?

Monday is the Holiday here at this public agency in the East Bay Area...Tuesday is Biz as usual.

Indeed, Tuesday will be back to nose to the grindstone at the Eastbay public school where I work.
No mail, though.

The markets are closed here in Chicago and NY. But the banks and the Fed are open. My wife gets a paid day off...
My question is that when the Federal gov declares this day of mourning and the markets close, who pays for it all??

Why can't they *mourn* on the first? They already got that day off.
Whaddya bet places that don't enjoy a forced monopoly like Bev-Mo, Rosie's Tacos, and Stater Bros are going to be open Tuesday, business as usual?
