I had commented on this on an earlier started thread about Ryan Zinke. He says the BLM "is in the energy business".

Problem is that half of the folks who voted for him still don't get it.

Coal will never turn into diamonds. Diamonds come from the upper mantle. However, coal can turn into coke, fly ash, clinker, and carbon dioxide. One of the newest "clean" coal-fired power plants with CO2 capture technology is selling the CO2 to oil production companies for secondary recovery operations. At this current cost of CO2 this is actually going along way to offset the rather expensive cost of the recapture equipment. Now there is a silver lining for you.

About the BLM, they have always been caught between a rock and a hard place, considering their mandate over lands coveted by ranchers, energy companies, and recreationists. During some administrations they have done a more effective job of that particular balancing act than at other times. I don't necessarily see this current trend going in the direction of greater balance, but that is just my opinion.
