techies, can you unlock a samsung sIII mini phone bought in Peru?

I'm biking across south america, and my phone was ripped off, so I have no phone, no mp3, no camera, and no wifi access. I want to buy a new phone and found a reasonable (resonable for South America) price, but it is locked to one of the local carriers.

I have heard of 'unlocking phones', but don't know anything about it. Can I be certain that I could unlock a Samsung Galaxy SIII mini, once I get back to the USA?

I should also say, I biked through columbia with no problems (it seems the farc has been pushed way back into the jungle.) And through Ecuador, no problems. But I was worried about Peru. Read the story about the pickup truck driving climbers who got beat up, and Ive heard stories from other cyclists who have had bad experiences in one form or another. But my experience, now that I have been in the country for two weeks, has been quite nice. No bad vibes at all, though of course anything could happen tomorrow.
