I support having his posting privileges cancelled. He has been harassing Kathy for the last 18 months or more. She is not the sort of person to cry wolf without good cause, and in any case there is other evidence.
The only difficulty with cancelling posting privileges from his computer, and eliminating his user name, is that it doesn't prevent him from lurking, from harassing EKat in other ways, or even creating a new account from another computer. It also seems clear that he has mental health challenges, which we can't do much about.
Bend is a fairly big place, but does anyone there know this guy?

Isn't there some way of determining who he is using IP addresses etc? Some smart guy should out the Fuk.er. Can that be done?

FatTrad has a good point. If someone is harassing you, whether from information obtained via SuperTopo or in any other way, you should:
1. Keep records of any and every contact - e-mails, calls (even if screened using caller ID), letters, in person. When it happened, how, what happened, who said and did what. Do not respond, beyond the absolute minimum.
2. Notify family or trusted friends, seek advice as needed.
3. Notify the police and other relevant authorities, providing all the information that you have - especially if there are mental health, addictions, or weapons/violence issues.
4. If there is the slightest hint of violence or weapons, NOTIFY THE POLICE IMMEDIATELY, BOTH WHERE YOU LIVE AND WHEREVER THE AGGRESSOR LIVES.
You can also contact a lawyer, and take any needed action - but it's really more of a police matter. They have experience dealing with these things, and can respond quickly, with force if needed.
And don't forget that SuperTopo is something of a community, even if a bit farflung. There may be a preponderance of older males here, but there is no excuse whatsoever for harassment of females.

I hope this cretin is following this.
Upthread it was mentioned that there are mostly older males present. That category generally has a well developed paternal streak and here that is often coupled with proven resourcefulness and a smattering of fringe culture.
If I were him, I'd ponder on this a while.
