When they say CIA, they must mean 'Canadian Intelligence Agency', I'm assuming. Otherwise they'd be suing the U.S. gov't. It's kind of deceptive I think, not to specify. In any case, it's too surprising. The Germans and Japanese did far worse. Who knows what the Ruskies were up to at the time. One can only wonder.
Edit: Do they accept volunteers for the LSD program still? Not mentioned in the article.

The initial link from YAHOO keeps mentioning the Canadian gov't. They only mention a U.S. congressional investigation of certain groups. No mention of the U.S. paying out money. If fact, in only mentions the Canadians paying money ()100,000 to each victim). I see what you mean about the second link (first of the next three) but...Wikipedia? I don't even click on wikipedia links anymore, they're usually not too bad, but you can change a whole story by embellishing very little. I don't trust 'em for factual data anymore.
