I already have a small 18v drill for odd jobs around the house, it came with 2 batteries. I can get a bare 18v SDS Hammer Drill for a reasonable price, is it worth it or is a 36v "necessary?"

Depends what type of rock you're drilling. In granite you may only get a couple holes per battery....

I just looked at the number of holes it can drill, supposedly the 18v can drill 100 holes and the 36v can do 150, (1/4 In. x 1-1/2 In.)
The 36V has a 4ah battery the 18v uses a 3ah battery. . .
I would be using it on Granite and welded tuff, but mostly for replacing junk, not really for putting up routes. Right now my friends and I just tell one of the local developers that an anchor or bolt looks manky. . it would be nice to just fix it ourselves.

My 36v bosch does about 12 holes per battery in granite.
Edit: 3/8 X 3"

Just checking to see if you know the difference in terminology between a "hammer drill" vs. a "rotary hammer drill" (aka: "rotohammer")?
A hammer drill will definitely not do the job. Perhaps you intended "rotary hammer drill." There is a distinct difference.
I'm not being nit-picky; they are two very different tools.

totally fine if you arent putting up sport routes, the new 18v is as good as the old hiltis. as long as its a SDS rotary hammer(like juan said) its good to go AND you can purchase a 4ah battery if its a bosch, I have one as well as the slim pack batteries that came with it

Absolutely!
Real hammer drill= around 4000 to 5000 blows per minute.
Fake hammer drill= 16000 to 18000 bpm or more.

I stopped and chatted with one of our maintenance guys at work the other day. He was drilling 1/2" holes in concrete with that 18V Bosch. Said it worked like a champ. Can't recall how many of those big holes he busted out with that drill, but, didn't seem diminutive.
Bit lighter and more compact than even the 36V (which I have and really like). Hmmm...
