Probably somebody has already done it!

One problem - when it gets cold enough to freeze that much of it,
the ice is very hard and it's tough to get your tools to penetrate it.

I think it is. But, to be honest, I do not know for sure. It's from an article today in the UK's "Daily Mail"

In the link above there are many photos. I assume they are recent. (There is a video too.) And, I'm no expert on the falls, but evidently, the falls have frozen twice this year.

There's plenty of water still flowing in that photo,
but a few bits frozen in between,
and the ice mushrooms from the frozen mist.
Probably the crux would be hopping the mushrooms to reach
the frozen bits on the main falls.
