1. I bring a portaledge to some random Yosemite crack.
2. Did some moves up the crack.
3. Build a climbing anchor.
4. Install my portaledge a couple feet of the ground.
5. Come to sleep in my "big wall" bivy.

Is it legal?

Technically I do not camp in the Yosemite valley - I'm off the Yosemite ground (by two feet or so).

And the second question. Is it "good" to portaledge camp at the first anchor (e.g., after running up the first pitch of Salathe Wall)?

For sure, I'm not gonna block anybody and will clean up my bivy *very* early in the morning. I'm just exploring my options to climb in the valley as much as possible this summer. Certainly, all campgrounds are sold out.

In the summer, you won't want to be in the Valley anyway, because it will be too hot. You will want to be in the Meadows (or somewhere like Tahoe, Southern Yosemite, etc.). In the Meadows you can simply drive out of the park each night. You can do the same thing in the Valley; it's less expensive to pay for the gas to drive out/in than a campground spot, too.

I'm assuming you have a car and an $80 National Parks Pass or a Yosemite annual pass.

One pitch up the Salathe' is a bad place to bivvy, because people get up early and do that pitch as part of the Free Blast.

Technically it is not legal to camp 2 feet off the ground (outside a campground), unless you have a wilderness permit.
The permit requirement is just not usually enforced up on El Cap.
It might be enforced if you are only 2 feet off the ground.
Also not legal if you have food with you, because the food won't be stored safely away from bears.
