New Jack City, Ca - Confirmed open for climbing. Sizable yet casual crowd today but it was a Saturday.... could always be like that for all I know. In my opinion the camp host had every right to close the area under the BLM contingency rule but didn't. New Jack has ramadas, BBQ's, picnic tables and playground and even brick & mortar potties.... I think that falls under "campground".
According to DOI.gov the BLM FAQ read, "All recreation facilities, including campgrounds, boat ramps etc., will be closed. If it is a non- developed recreational destination with no controlled access, you may visit. However, there will be no services and there will no non-emergency services available."
As it is, the host was very accommodating even opening up the potties as he thought it was silly to open up the area for people to use but not have potties. I assume he'll be conscientious that if they get full or need to be pumped will close them down again but still quite cool of him. I think the idea of poop & paper floating around under his watch didn't sound sensible.
If you go, consider bringing him some cookies or something, I know we will next trip.

You can still get to Buck Rock, Big Baldy and Chimney Rocks in Sequoia through the 180 entrance, just don't stop inside the park (they're in the forest).
