I do think the cop was out of line with the amount of force used, especially the first one when he zaps Steve with the pepper spray.
Steve may know his rights, but he sure doesn't know how to stay out of trouble with Roscoe P Coltrane.

I dunno, Steve was fleeing the scene, obviously drunk, after being told to stop. How is the cop supposed to stop him, punch him?
Steve had it coming IMO.
