Lois,
the tagged ones are tame, and probably they just wandered off from the kiddy zoo.
You should get your cell phone, a rope, and some smelly old foods and go out and catch and hold it for the animal planet cops.

They are doing a pilot ear tag study with climbers, one recidivist has been traced to a cave in Spain.

Bears are tagged for many reasons...
Some just like jewelry.
When you travel with them, sometimes they get lost. A tag helps to identify them so they can be returned.

It's part of the Animal Protection from Extinction Survey (Habitat, Information, and Territory)
The program has actually been privatized so each animal that is tagged for study has been "adopted" by a private donor, sort of like one of those third world charities where you "adopt" a child in Africa. They send you information about your animal each year.
The weird things is, while not officially part of the program, a certain group of folks signed up and then started to bet on which animal would live longest.
Anyway, the tags are for information gathering but also allow the donor to track their beast

Haven't you noticed Lois that people with piercings and bling bling jewelry tend to be bolder than the rest of us? It says something about a person.
One thing is certain, your bear has had a narcotics problem in the past.
So you can take comfort in knowing that the hunters in PA won't get skunked on their big hunt.
But if you're concerned, I think you can call the agency. They'll have some advice. They may actually be breeding the bears to replenish the natural stocks (like they do with fish) and that's why your bear is so tame
