While that is a good geographical center, if you weight by population in the climbing community, probably better down toward SF bay.
I barely make time to climb occasionally, and can't see driving a few hours for this. Now if it was 15 mins from my house, I could see doing it once a month.
The tricky part is how to coordinate the participation of different geographic communities that use the same set of resources (e.g. Tahoe region, sonora, yosemite).
Maybe having local meeting places that are joined via a conference call and screen-sharing application for presentations or slideshows, group-viewing of note-taking, etc. ?
I can sponsor a conference bridge for low-volume usage (it hasn't been tested for 20+ participants in the same meeting, so wouldn't want to open it up for folks to call in from home yet, just maybe to join different meeting sites together in the same call. Ideally, would be able to have a real-time session with screen-sharing and audio for folks connecting from wherever they want. This would maximize participation. Over time I can volunteer these facilities, but R&D still in progress.
I can also work on getting the calls recorded (will be able to do this very soon), if Chris provides the spot to host the .mp3 (download) and .m3u (streaming) files.
Just to be clear, I won't come to the Sacto mtg, but I'm willing to help in ways that are easier to juggle in my life. Hopefully the ways I could help would make it easier for other folks with similar issues.

Here is a link to a similar group formed in Washington a few years ago.

"The WCC's goal is to keep Washington climbing vibrant by working with land managers and property owners on climbing issues, educating climbers about legal, environmental and resource concerns, and promoting climber stewardship of our cliffs and boulders."

I had a poor experience with one of these organizations down in Vegas. It all depends on who is running the thing and what your goals are. I prefered a lose organization that could mobilize and give opinions when necessary but didn't require a whole heirarchy of officers and buearacratic BS. That is how the org was started but then a bunch of busybodys took over and now it is a "club" environment. To each his own I guess but that is my 2 centavos.

Sacramento? Can you even really call that NorCal? Seems pretty Central to me. But then, anything south of Redding is SoCal to me.
