In 1897, the Indiana legislature attempted to pass a bill to "square the circle", and so indirectly define the value of pi. The bill failed, due to the intervention of a professor from Purdue. http://en.wikipedia.org/wiki/Indiana_Pi_Bill
A spoof in 1998 had it that the Alabama legislature was actually going to do this.
The U.S. congressional record apparently includes a fair number of perpetual motion machines.
