Not sure when this will happen but here is the final plan on the Tenaya Lake area.
All parking on the lake side will be eliminated with most parking on the north side drastically reduced.
There goes cruising down to the lake for a quick jump in off the road.
Expect the same to happen, reduced turnouts and parking, on the Tioga Road rebuild slated to start in 2013.

It looks like "Undesignated Roadside Parking" at the base of Stately Pleasure Dome will continue, since it's marked on the map?

^^ Hopefully there'll be some tree removal along the highway, on the north end of the lake.
It would definitely improve waterski towing.

It should actually make it easier to water ski on the lake if there are no cars parked there.
Unfortunately this means that the Dome-side parking will fill up quick on sunny days.

The park service must have a room full of plunger-headed mutants thinking this kind of stuff up. They never cease to amaze me.

Two summers ago, I spent a good 20 or 30 minutes discussing some of these issues with the head ranger in Tuolumne. What I got from the conversation is this:
During the busy season in Tuolumne, there are way too many visitors in the area (no kidding…) and the Park Service is concerned about excessive impact to the environment. But they can’t limit the number of cars that enter the park and pass through the area because of politics and so their solution is to limit parking. If people can’t park their car, they won’t get out of their car. With the new road work and the addition of curbs along the Tioga road, I fear that we climbers are going to lose A LOT of parking spots, which means that access for climbing or simply going for a hike will be greatly changed, for the worse.
The parking at the trailhead for the fisherman’s trail to Cathedral Lakes (Medlicott approach) has been getting more popular with hikers in recent years and is supposed to be paved, with a limited number of parking spaces. The additional spaces along the road will be removed and parking along the road will not be allowed. This is just one example of what is to become, and how our government intends to control our use of our National Park.
Welcome to overpopulated California… and then give it another 10 or 20 years, or more…
