Origin of the term "The Tool"

First I recall hearing it used to designate law enforcement officials was probably Jack Tripper early 80's Joshua Tree. It caught on right away among our crowd.

I'd assume that it was taken from the thought that LEO's are a tool that society, government, etc, uses to force their will.

As far as I recall, it was always tied with Zappa.... since about 1979 in JT anyway.

Brandon seems correct. At least 1960s, if not 1950s, slang: "Tool of The Man".
